My son asked me why our little subdivision is called "Foster Village," and I didn't know. But I remembered a newspaper article tacked up at the old Foster Village Rec Center that named "Jack Foster," so I did a little Googling. Amazing what you can find out through a little research!<br />

  <title><![CDATA[Neighborhood Board Mtg. Sept. 14]]></title>

You might be interested in this agenda item for our area's Neighborhood Board meeting tomorrow night, 7 PM at Aliamanu Middle School's cafeteria:

&quot;Implementation of an afternoon rush-hour contra flow from Center Drive to Aloha Stadium, which would send traffic onto Salt Lake Blvd.&quot;

This is very difficult to visualize.  Will the traffic flow from Center Drive, left on Kam Hwy, right on Radford Drive, left on Bougainville and left on Salt Lake Blvd.?  Whatever, I believe it will cause major problems for Foster Village.  Traffic will back up even more so on Bougainville, causing more people to detour through F.V.   During afternoon rush hour it is frequently difficult to reach the Moanalua Freeway, or even Aiea for that matter, in less than 20-25 minutes, as the Ewa bound traffic backs up in the right lane on Kahuapaani.

I called KHVH this morning to speak with Rod Haraga, the head of the State Dept. of Transportation Dept. to inquire about this plan.  But even though this agenda item was lumped with Puuloa Road, a State project, Salt Lake Blvd. belongs to the City and County. 

If this project concerns you, I would suggest you attend the N.B. meeting.  It's apparent that it is a fast track item.

Other community matters:  It's great to see the shack at SLB and Luapele demolished!  The owner's five year  building permit for the property across the lane had expired and no progress had been made on it.

The dead trees in the median along our end of SLB will eventually be replaced, but not likely anytime soon - funding, you know.  The same culprit that killed Wili Wili trees across the Island also killed them.  Lastly, I have pursued the issue of dying vines in the SLB planters, but again, have run up against the same old excuses - lack of personnel, lack of funds, etc.

The Makalapa Elementary School COmmunity Council will hold a special public meeting on Thursday, March 2, 2006, to review the school's academic and financial plans for school year 2006-2007.  The meeting will take place in the school library beginning at 6:30 PM.  Everyone is welcome, in fact community members are especially invited to attend.   <![CDATA[I know many of the morning and afternoon walkers in Foster Village think it is right and proper to walk on the roadway, eschewing the sidewalks in favor of the blacktop. [I never personally understood this behavior. Where did they get the idea it was OK to walk in the street?]

This is just a &quot;heads up&quot; to our roadway walkers, pedestrians and motorists that beginning this week, HPD is stepping up enforcement of pedestrian rules. 

They will be ticketing drivers who do not stop for pedestrians in sidewalks. The fine is $97 for that violation.

But they are ALSO going to ticket jaywalking pedestrians--those who cross the street at mid-block instead of at intersections, those that cross the street outside of marked crosswalks and those that use the street as their own personal walking path. The fine for jaywalking is ALSO $97.

  <title><![CDATA[Roundabout Update]]></title>

I have been keeping track of the problems at the roundabout, and so far they include:

-An accident (someone did not know the meaning of &quot;yield&quot; ), Has there been a second accident?

-An ambulance could not get through and had to back out.

-Their is a light pole in the middle of the only available crosswalk, making it inaccessible to wheelchairs.

-The hedge of the supporter of &quot;Safety First&quot; at the corner house blocks the view of oncoming traffic from Bougainville Dr.

-A bus got stuck in roundabout.

-Gridlock one afternoon in the roundabout and adjoining traffic lanes - never has happened before.

-Still not sure ladder trucks can get through it. Someone on the Village who works with firemen will request a test.

-Diameter of roundabout seems considerably smaller than one in Salt Lake. Would someone wish to measure both of them?
